Shares of mortgage lenders soared Friday after Federal Reserve Chairman Ben Bernanke signaled his willingness to slash interest rates again to prop up wobbly financial markets.
Bernanke, in a speech late Thursday, said the Fed will be "exceptionally alert and flexible" to find posThis echoes comments from other central bank officers in the past few days suggesting a cut in interest rates next month.
The Federal Reserve's task is to balance growth against inflation by setting an interest rate target that ensures the economy grows neither too quickly nor too sluggishly.
The Fed cut its target rate in September to 4.75 percent from 5.25 percent, and cut the rate further at the end of October to 4.5 percent. Paul J. Nolte, director of investments at Hinsdale Associates, said based on the rally in stocks this week people appear to expect the Fed will cut rates again.
Lower interest rates make it cheaper for mortgage lenders to raise cash and more enticing for people to buy homes. Presumably, they may also lure buyers back into the market for risky mortgage debt, although Nolte said he does not think interest rates will necessarily accomplish this.sible remedies for the housing slump and decaying mortgage credit quality.

NovaStar Financial Inc. reported a second-quarter loss after the market closed on Thursday.
In a filing with the Securities and Exchange Commission, the Kansas City-based company (NYSE: NFI - News) reported a loss of $54.5 million available to shareholders, or $5.84 a share, for the quarter that ended June 30. This compares with earnings for common shareholders of $33.1 million, or $3.97 a share, last year.
NovaStar reported a loss of $24.7 million in net interest income, compared with a gain of $61.5 million a year ago.
Signs of the difficult subprime mortgage market showed throughout NovaStar's results for the quarter:
• Among the items that affected earnings in the second quarter were a $73.3 million provision for credit losses; a $22.6 million impairment on mortgage securities; $16 million for fair-value adjustments and a $4.4 million valuation adjustment on mortgage loans.
• Loan production for the quarter totaled $774 million, down 73 percent from the $2.8 billion reported for the same period a year ago. In a release, NovaStar warned that third-quarter loan production likely will be lower than that of the second quarter.
The company said it has borrowing capacity of $4 billion, but has no intent of using $2 billion of that capacity in the near future. The agreements providing the $2 billion will expire at the end of the year.
NovaStar said that at the end of the second quarter, it had cash and available liquidity of $157 million. Since then, it raised an additional $48.8 million through a sale of preferred stock to MassMutual Capital Partners LLC and Jefferies Capital Partners IV LLC.
The company ate into this liquidity from June 30 to Aug. 8, because it faced margin calls of about $76.5 million. NovaStar said the margin calls were due to "the extremely volatile and less liquid secondary market, which has adversely affected the value of its mortgage securities and mortgage loans."
NovaStar ranks No. 21 on the Kansas City Business Journal's list of area public companies.

After the demise of AHM, Cramer would not recommend subprime mortgage lending companies, but he predicts CFC will survive as well as TMA, which "did a lot of loaning only to rich people." He sees hope for RWT because it is under 10%, and he warned any stock in the sector with a yield over 10% is not going to make it. RAS and NFI, which did a 4 -for-1 reverse split, are entirely at the mercy of the banks, and are therefore "totally uninvestible" because the Wells Fargos "have no interest in keeping you alive," Cramer commented. "They'd rather just take the loss." While admitting this inspires "tremendous panic" Cramer feels like sticking his neck out, because "It's first man out lives and I want our people to be first man out."

Stocks traded in a fairly narrow range today following Tuesday's plunge and Wednesday's late-day recovery. The day began with data showing a bigger-than-expected jump in producer prices, but some big-name M&A activity helped take the edge off inflation-related investor nervousness. The major indices all closed slightly higher.
Looking at the day's economic data, the Producer Price Index (PPI) jumped by 1.3% in February, well above economist expectations, and the closely watched core rate, which excludes volatile food and energy costs, jumped 0.4% compared to the 0.2% rise that had been expected. The concern here is that further data confirming this outlook for inflation will make the Fed less likely to lower interest rates later this year, as many investors are hoping. The more influential Consumer Price Index (CPI) number will be released tomorrow, and investors will be watching to see if it tracks closely with today's PPI numbers.
In merger news, electronic commodities trading platform Intercontinental Exchange (NYSE: ICE - News) made public an unsolicited bid worth $9.9 billion for Chicago Board of Trade parent CBOT Holdings (NYSE: BOT - News). CBOT rose 17% on the news, while Intercontinental dropped -3%. The announcement also pushed Nymex Holdings (NYSE: NMX - News), parent of the rival New York Mercantile Exchange, 5% higher.
In tech news, Cisco Systems (Nasdaq: CSCO - News) announced it will pay $3.1 billion in cash, or $57 a share, for online videoconferencing firm WebEx Communications (Nasdaq: WEBX - News). Excluding WebEx's cas
